NOTICE is hereby given that the annual election of the Village of Poland, in the County of Herkimer, NY, will be held at the Village of Poland office, 9Case Street On Tuesday, March 18, 2025
The Polls will open at 12 Noon and close at 9:00 PM. This election is held for the purpose of electing the following:
Village Mayor (2 Year Term) & Village Trustee (2 Year Term)
Qualifications for voting are: * 18 years of age or older * Registered with the Herkimer County Board of Elections *Resident of the Village of Poland, for a minimum of 30 days preceding the election.
Adoption of Resolution
NOTICE OF ADOPTION OF RESOLUTION NOTICE IS HEREBY GIVEN that the Board of Trustees of the Village of Poland, Herkimer County New York, at a meeting held on the 11th day of June 2024, duly adopted the resolution published herewith SUBJECT TO A PERMISSIVE REFERENDUM. Dated: Poland, New York, June 11, 2024. /s/ Brianne Miller Village Clerk SUPERSEDING BOND RESOLUTION DATED JUNE 11, 2024. A RESOLUTION AUTHORIZING, SUBJECT TO PERMISSIVE REFERENDUM, THE ISSUANCE OF AN ADDITIONAL $400,000 BondS OF THE VILLAGE OF POLAND, HERKIMER COUNTY, NEW YORK, TO PAY PORTION OF THE COST OF THE GROUNDWATER SOURCE WELL AND TREATMENT FACILITY IMPROVEMENTS, in and for said village to pay portion of the cost thereof. WHEREAS, the capital project hereinafter described has been determined to be a Type I Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act, which it has been determined will not have any significant adverse impact on the environment; and WHEREAS, the Board of Trustees of the Village of Poland, Herkimer County, New York, on January 12, 2021, duly adopted a bond resolution authorizing the issuance of $1,000,000 bonds of said Village to pay the cost of the groundwater source well and treatment facility improvements, consisting of improvements to groundwater wells and a new chlorination and control building, in and for the Village of Poland, Herkimer County, New York,, and WHEREAS, it has now been determined that the maximum estimated cost of such class of objects and purposes is $1,400,000, an increase of $400,000 over that previously authorized; and WHEREAS, it is now desired to authorize the issuance of an additional $400,000 bonds of said Village for such class of objects or purposes to pay a portion of the cost thereof; NOW, THEREFORE, BE IT RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Board of Trustees of the Village of Poland, Herkimer County, New York, as follows: Section 1. For the class of objects or purposes of paying additional costs of the cost of the groundwater source well and treatment facility improvements, consisting of improvements to groundwater wells and a new chlorination and control building, in and for the Village of Poland, Herkimer County, New York, there are hereby authorized to be issued an additional $400,000 bonds of the Village of Poland, Herkimer County, New York, pursuant to the provisions of the Local Finance Law. Section 2. It is hereby determined that the maximum estimated cost of such class of objects or purposes is now determined to be $1,400,000 which class of objects or purposes is hereby authorized at said maximum estimated cost. The plan for the financing of the $1,400,000 maximum estimated cost thereof is as follows: (a) By the issuance of the $1,000,000 bonds of said Village authorized to be issued pursuant to bond resolution dated January 12, 2021, which date is hereby confirmed; and (b) By issuance of the $400,000 bonds of said Village herein authorized. Section 3. It is hereby determined that the period of probable usefulness of the aforesaid class of objects or purposes is forty (40) years, pursuant to subdivision 1 of paragraph a of Section 11.00 of the Local Finance Law, calculated from March 30, 2021, the date of issuance of the first obligation issued therefor. It is hereby further determined that the maximum maturity of the serial bonds herein authorized will exceed five years. Section 4. The faith and credit of said Village of Poland, Herkimer County, New York, are hereby irrevocably pledged to the payment of the principal of and interest on such obligations as the same respectively become due and payable. An annual appropriation shall be made in each year sufficient to pay the principal of and interest on such obligations becoming due and payable in such year. There shall annually be levied on all the taxable real property in said Village a tax sufficient to pay the principal of and interest on such obligations as the same become due and payable. Section 5. Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds herein authorized, including renewals of such notes, is hereby delegated to the Village Treasurer, the chief financial officer of such village. Such notes shall be of such terms, form and contents, and shall be sold in such manner, as may be prescribed by said Village Treasurer, consistent with the provisions of the Local Finance Law. Section 6. The powers and duties of advertising such bonds for sale, conducting the sale and awarding the bonds, are hereby delegated to the Village Treasurer, who shall advertise such bonds for sale, conduct the sale, and award the bonds in such manner as she shall deem best for the interests of said Village, including, but not limited to, the power to sell said bonds to the New York State Environmental Facilities Corporation; provided, however, that in the exercise of these delegated powers, the Village Treasurer shall comply fully with the provisions of the Local Finance Law and any order or rule of the State Comptroller applicable to the sale of municipal bonds. The receipt of the Treasurer shall be a full acquittance to the purchaser of such bonds, who shall not be obliged to see to the application of the purchase money. Section 7. All other matters except as provided herein relating to the bonds herein authorized including the date, denominations, maturities and interest payment dates, within the limitations prescribed herein and the manner of execution of the same, including the consolidation with other issues, and also the ability to issue bonds with substantially level or declining annual debt service, shall be determined by the Villager Treasurer, the chief fiscal officer of such Village. Such bonds shall contain substantially the recital of validity clause provided for in Section 52.00 of the Local Finance Law, and shall otherwise be in such form and contain such recitals, in addition to those required by Section 51.00 of the Local Finance Law, as the Treasurer shall determine consistent with the provisions of the Local Finance Law. Section 8. The Village Treasurer is hereby further authorized, at her sole discretion, to execute a project finance and/or loan agreement, and any other agreements with the New York State Department of Health and/or the New York State Environmental Facilities Corporation, including amendments thereto, and including any instruments (or amendments thereto) in the effectuation thereof, in order to effect the financing or refinancing of the class of objects or purposes described in Section 1 hereof, or a portion thereof, by a bond, and/or note issue of said Village in the event of the sale of same to the New York State Environmental Facilities Corporation. Section 9. The power to issue and sell notes to the New York State Environmental Facilities Corporation pursuant to Section 169.00 of the Local Finance Law is hereby delegated to the Village Treasurer. Such notes shall be of such terms, form and contents as may be prescribed by said Treasurer consistent with the provisions of the Local Finance Law. Section 10. The validity of such bonds and bond anticipation notes may be contested only if: 1) Such obligations are authorized for an object or purpose for which said Village is not authorized to expend money, or 2) The provisions of law which should be complied with at the date of publication of this resolution are not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of such publication, or 3) Such obligations are authorized in violation of the provisions of the Constitution. Section 11. This resolution shall constitute a statement of official intent for purposes of Treasury Regulations Section 1.150 - 2. Other than as specified in this resolution, no monies are, or are reasonably expected to be, reserved, allocated on a long-term basis, or otherwise set aside with respect to the permanent funding of the object or purpose described herein. Section 12. Upon this resolution taking effect, the same shall be published in full or summary form in the official newspaper of said Village for such purpose, together with a notice of the Village Clerk in substantially the form provided in Section 81.00 of the Local Finance Law, and this resolution shall supersede the bond resolutions dated August 3, 2021 and September 12, 2023, for the aforesaid class of objects or purposes. Section 13. This resolution is adopted subject to permissive referendum.
2024-2025Tax Collection Notice
VILLAGE OF POLAND TAX COLLECTION NOTICE
PLEASE TAKE NOTICE, that I, Brianne Miller, Village Clerk and Collector of Taxes in, and for the Village of Poland in the Town of Russia and Newport, Herkimer County, New York have received the tax roll and warrant for the collection of taxes for fiscal year 2024/2025. The taxes may be paid at the Village Office, 9 Case Street, Mondays 4pm-6pm Tuesdays and Fridays 9:30am - 11:45am, or by mail to P.O. Box 133 Poland, NY 13431.
PLEASE TAKE FURTHER NOTICE that taxes may be paid during the period from June 1st to, and including July 1st without additional charge. On all taxes remaining unpaid after July 1st, interest of five percent (5%), shall be added for the month of July and an additional amount of one percent (1%) added on the first of each month thereafter, until paid. Payments may be made at the Village Office until October 31st, 2024 or postmarked on, or before October 31st, 2024.
Green Waste 2024
Village wide green waste pickup will be happening again

Pickup is for Green Waste Only -Grass clippings, Leaves, Sticks and Branches will be accepted. -Grass clippings and leaves must be in a container, NO BAGS. -Please keep sticks and branches to a manageable size. -Make sure your Green Waste is on the curb by 6:00 AM -Please do not put anything out before Wednesday, May 22nd
Anything refused must be removed from the curb by dark on Saturday, May 25th.

Trash day 2024
VILLAGE OF POLAND RESIDENTS
There will be a Village Wide Trash Pick-up Friday, June 7th, 2024
before Wednesday, June 5th, 2024. Be sure to keep it separate from the "weekly" garbage pick-up
Make sure you have your Trash out by 6:00 AM on June 9th because this is a one time pick-up.
Once they have passed your house, they will not come back.

BATTERIES, PAINT, MOTOR OIL, PROPANE TANKS, CHRISTMAS TREES OR WREATHS, BRUSH, LEAVES, etc., GARBAGE OR HAZARODOUS WASTE. ***NO TIRES and NO ELECTRONICS***
ACCEPTABLE ITEMS: Refrigerators, Freezers, Dry paint cans, Appliances (stoves, washers, dryers, etc.) Bath Tubs, Sinks, Toilets, etc. Bags of Clothes, Bags of Toys, Bedding, sofa and chairs, Mattresses and Box Springs, also Metal Springs, Artificial trees and wreaths, Construction Material of any kind. please limit to 2 yards per Household.

NOTICE TO RESIDENTIAL WATER CUSTOMERS
Moratorium on Residential Water Service Termination
On June 17, 2020, Governor Cuomo signed into law amendments to the Public Service Law that prevents municipalities and public utilities from terminating water service to residential customers for non-payment of an overdue charge during the COVID-19 state of emergency.
Additionally, all water suppliers must notify residential customers of the protections afforded under the law.
Please be advised that service termination is prohibited for an additional 180 days after the COVID-19 state of emergency expires for those residential customers who have experienced a change in financial circumstances due to the COVID-19 state of emergency.
If you are a resident who has experienced a change in financial circumstances due to the COVID-19 state of emergency and would like to request relief from service termination during the 180 days after the COVID-19 state of emergency expires, you must contact The Village Office by phone, at 315-826-3141 and/or email to vpoland@ntcnet.com
Please be further advised that the law does not eliminate a customer’s obligation to pay accrued charges. However, customers who have experienced a change in financial circumstances due to the COVID-19 state of emergency must be provided with the opportunity to enter into a deferred payment agreement without the imposition of deposits, late fees, or penalties.
If you are a resident who has experienced such a change in financial circumstances and wish to enter into a deferred payment agreement to address any outstanding or accrued payments, you must contact the Village Office by phone, at 315-826-3141 and/or email to vpoland@ntcnet.com
Open Burning
Reminder to Village Residents: Burning leaves and trash is prohibited statewide. Open burning is Prohibited in the Village of Poland Year -Round. The only exception is a small cooking fire, which cannot be left unattended and must be fully extinguished. Thank you for your cooperation Why does my drinking water look cloudy sometimes?

Recyclable Items
Please place your recyclable items in covered containers with the Recycle Emblem on them, not in clear plastic bags. If you need a Recycle Emblem for your covered container, please stop by the village office at 9 Case Street during open hours.
Plastic "store bags" are not recyclable.
Please do not put them in your recycle container. Please put them in your regular garbage bag.
Left Over Express has expressed concern about these "plastic store bags" being put in the recycle containers.
Please help us help them.

If you live on South Main Street in the village of Poland, and you reside in the Town of Newport (which is from the Community Baptist Church of Poland towards Newport) and you have a dog, your dog needs to have a current license. If you need a current license for your dog(s), please stop down to the Newport Town Barn and we can resolve it. It is a New York State law that all dogs have a current rabies vaccination, and current dog license.
